Appropriates $500,000 from the General Improvement Fund to the Department of Human Services for grants providing after-school and summer literacy and nutrition services for at-risk children and youth.

Allows the Department to adopt new rules and regulations to carry out the appropriation without restriction by requirements applicable to other currently administered programs.

Permits the Department to supplement state funds with grants, donations, and federal funds, provided that existing Maintenance and General Operations funds are not used for these grant purposes.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws when disbursing appropriated funds unless specifically provided otherwise by law.

Takes effect July 1, 2015 under emergency clause to ensure essential governmental programs for at-risk children and youth can be administered without delay.
