Adds three new definitions to the Prescription Drug Monitoring Program Act: "Schedule V" controlled substances, "ultimate user" for lawful possession, and "certified law enforcement prescription drug diversion investigator" for officers completing approved certification courses

Allows certified law enforcement prescription drug diversion investigators from qualified law enforcement agencies to access the Prescription Drug Monitoring Program database by providing identification credentials and case numbers to the department

Requires qualified law enforcement agencies to submit annual reports documenting all database access by their investigators, including verification that inquiries were part of lawful investigations and case dispositions, with 30-day submission deadline

Failure to submit required annual verification forms results in immediate suspension of database access for the agency and its investigators until the department determines continued access is appropriate

Expands who may access the controlled substances database to include certified law enforcement prescription drug diversion investigators without requiring a search warrant, whereas other law enforcement officers must obtain a judge-signed warrant
