Appropriates $4,613,627 from the State Central Services Fund for Arkansas Supreme Court personal services and operating expenses for fiscal year 2015-2016, including $2,697,896 for regular salaries and $845,665 for personal services matching.

Establishes maximum of 48 regular employees for the Supreme Court and authorizes up to 5 temporary or part-time employees, with salaries ranging from Grade C115 to N912.

Appropriates $9,914 from cash funds for the Appellate Mediation Pilot Program operating expenses for fiscal year 2015-2016.

Appropriates $6,075,000 from Arkansas Supreme Court cash funds for the Supreme Court Bar of Arkansas, including $1,500,000 for regular salaries and $2,250,000 for refunds, investments, and transfers.

Authorizes Arkansas Supreme Court and Supreme Court Bar employees to provide financial, bookkeeping, and administrative services to the Arkansas Access to Justice Foundation and makes the Act effective July 1, 2015 with emergency clause provisions.
