Appropriates $500,000 to the Department of Parks and Tourism from the General Improvement Fund for planning, construction, equipping, acquisition, and development of a National U.S. Marshal Museum in Fort Smith, Arkansas.

Allows the Department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state appropriations for the project.

Prohibits maintenance and general operations funds of the Department from being used for the museum project purposes.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of appropriated funds.

Takes effect July 1, 2015 under emergency clause to ensure timely operation and administration of the project.
