Appropriates $15,000,000 to the Department of Education - Division of Public School Academic Facilities and Transportation for open-enrollment public charter school facilities funding aid for fiscal year 2015-2016.

Transfers $5,000,000 from the Open-Enrollment Public Charter School Facilities Loan Fund to the Open Enrollment Public Charter School Capital Grant Program Fund to support the appropriation.

Requires disbursement of funds to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.

Establishes legislative intent that funds be disbursed in accordance with stated reasons evidenced by agency requests, executive recommendations, and legislative recommendations in budget materials and official minutes.

Declares an emergency effective July 1, 2015, stating that the appropriation is essential to agency operations and that delays could harm proper administration of governmental programs.
