Appropriates $1,000,000 from the General Improvement Fund to the Department of Arkansas Heritage - Historic Preservation for capital improvement grants.

Funds may be used for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities listed on the National Register of Historic Places.

Allows recipient institutions to accept and use grants, donations, and Federal funds to supplement state funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Effective July 1, 2015 with emergency clause declaring the appropriation essential to agency operations.
