Appropriates $1,000,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants and projects including water and wastewater systems, levee repair, flood control, drainage, fire protection, and irrigation projects.

Permits the commission to accept federal funds, grants, donations, and use unobligated cash income to supplement state funds for financing projects under this appropriation.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Directs that funds be used only in compliance with agency requests, executive and legislative recommendations, and budget documentation prepared by the Department of Finance and Administration.

Declares an emergency effective date of July 1, 2015 to ensure continuity of governmental programs and operations.
