Appropriates $50,000 from the General Improvement Fund to the Department of Human Services - Division of State Services for the Blind for grants to organizations providing comprehensive programs assisting blind or visually impaired individuals.

Eligible expenses for grants include personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Authorizes the Division to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits recipient institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Effective July 1, 2015, with emergency declaration due to constitutional requirement that appropriations be limited to one-year periods and operational necessity for the agency.
