Appropriates $900,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Allows the university to supplement state funding with grants, donations, federal funds, and unobligated cash income, but prohibits using existing Maintenance and General Operations funds for these projects.

Requires strict compliance with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws in disbursement of appropriated funds.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2015, citing the state constitutional prohibition on appropriations for more than one year and the need for immediate operational funding.
