Appropriates $2,500,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for renovation, refitting, construction, land acquisition, equipment, and operating expenses for the Math/Science Building.

Permits the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Restricts use of General Assembly appropriations for agency Maintenance and General Operations from being applied to this project.

Takes effect July 1, 2015 with an emergency clause declaration to ensure immediate implementation for essential governmental programs.
