Appropriates $1,000,000 to Arkansas Northeastern College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the college to accept and use grants, donations, and Federal funds, plus unobligated cash income to supplement state funds for project financing.

Requires strict compliance with state purchasing law, accounting and budgetary procedures law, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.

Prohibits using existing maintenance and general operations funds appropriated by the General Assembly for any purposes covered by this appropriation.

Becomes effective July 1, 2015 under an emergency clause declared necessary for essential governmental operations.
