Appropriates $250,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities.

Eligible uses for grants include operating expenses, construction, improvements, equipment, renovation, and maintenance for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection facilities, and cemeteries.

Allows appropriated funds to be supplemented with Federal funds, grants, donations, and unobligated cash income without restricting the State Treasury funds provided.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015 to ensure immediate operation of essential governmental programs, with the act approved on March 16, 2015.
