Appropriates $1,000,000 from the General Improvement Fund to the Department of Higher Education for personal services, operating expenses, and professional fees.

Funds are designated for creating a statewide culture of innovation and entrepreneurial activity, preparing Arkansas students for occupations in existing and emerging industries, and aligning business training with employer needs.

New rules and regulations may be adopted to implement the appropriations without restriction by requirements applicable to other programs.

Institutions may supplement state funds with grants, donations, and federal funds, provided that existing Maintenance and General Operations funds are not redirected for these purposes.

Act becomes effective July 1, 2015, with an emergency clause declaring immediate implementation essential to agency operations.
