Appropriates $50,000 to the University of Arkansas for Medical Sciences for the UAMS Regional Program - North Central, payable from the General Improvement Fund.

Funds may be used for personal services, maintenance and general operations, information technology equipment and software, research, and patient care and support expenses.

Institutions may supplement State Treasury funds with grants, donations including Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Effective July 1, 2015 under emergency clause; declared essential to agency operations as Arkansas Constitution prohibits appropriations exceeding one year period.
