Amends Arkansas Code § 23-18-513(c) to require written notice be sent to each real property owner on a public utility's proposed route at least 90 days before filing for a certificate of environmental compatibility and public need

Mandates that all notice to property owners be sent by certified mail

Requires environmental impact statements to be made publicly available at least 30 days before the filing date at all local libraries in counties where major utility facilities are proposed to be located, including primary and alternative proposed locations

Requires environmental impact statements be posted on the public section of the utility's website for accessibility
