AR SB741

Appropriates $250,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Allows the appropriated funds to be supplemented with grants, donations, Federal funds, and unobligated cash income from the Department of Rural Services without restriction by other program requirements.

Requires strict compliance with state purchasing laws, accounting and budgetary procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursement of funds.

Establishes that funds must be used in accordance with stated reasons for the appropriation as evidenced in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective July 1, 2015 to ensure essential governmental programs are not disrupted.
