Adds "another accelerated teaching program approved by the department" as a fourth option for completing accelerated teaching programs under nontraditional licensure requirements, joining Teach For America, Arkansas Teacher Corps, and American Board for Certification of Teacher Excellence.

Defines "substantial equivalents" for assessment requirements to include assessments required by the American Board for Certification of Teacher Excellence program, allowing alternative assessments to satisfy state-required basic-skills, pedagogical, and content-area assessment requirements.

Amends Arkansas Code § 6-17-409(e)(2)(A)(i) and § 6-17-409(e)(4)(A) concerning nontraditional teacher licensure requirements.
