Adds "candy" as a new defined term for food items with sugar as principal ingredient that do not contain alcohol.

Permits toys and novelties up to $12.50 wholesale value (or $500 in facilities exceeding 25,000 sq. ft. with full-service restaurants and 100+ devices in counties with 350,000+ population traversed by navigable river) to be awarded as amusement device prizes.

Prohibits traded, redeemed, or resold amusement device prize items (toys, novelties, candy) from being exchanged for money or used to circumvent antigambling statutes.

Revises definitions of "coin-operated," "novelty," "person," and "toy" with updated language and monetary thresholds.
