Modifies building permit requirements in § 17-25-301(b)(1) to require contractor licensing proof only for projects costing $50,000 or more instead of $20,000 or more.

Adjusts bonding definition provisions in § 17-25-401(b) to exclude persons and entities from contractor requirements when project costs are below $50,000.
