Amends the definition of "marking device" to clarify it is operated by a voter to record choices through marking or creating a paper ballot with ink or other substance that enables electronic vote tabulation.

Adds definition of "election media" to include memory stick devices, digital flashcards, personalized electronic ballots (PEBs), personal computer cards, and zip disks used in elections or to record votes.

Modifies voting machine specifications to require unique numerical, alphabetical, or alphanumeric sequence identifiers and clarifies voter-verified paper audit trail requirements for direct recording electronic voting machines.

Changes logic and accuracy testing timeline from "at least" seven days prior to voting to "as soon as the election media is prepared, but no later than" seven days prior, and restructures public testing procedures with numbered subsections.

Updates testing and certification procedures to require county boards to conduct public logic and accuracy testing with advance notice, open to political parties, candidates, and the public, with provisions for testing ballots with excess votes to verify machine rejection capabilities.
