AR SB753

Adds Arkansas Code 18-15-103 requiring the state or other entities exercising eminent domain to compensate private property owners for losses in fair market value of property that is not the subject of the eminent domain action.

Establishes legislative findings that eminent domain actions often negatively affect property values of uninvolved private owners who previously had no legal recourse for such damages.

Amends Arkansas Code § 23-18-528 to prohibit major utility facilities from exercising eminent domain rights if they require parties in Arkansas Public Service Commission actions to enter into nondisclosure agreements.
