Water providers must supply water service to nonresident property owners or consumers within their accepted service area upon request, unless otherwise specified in the statute.

Water providers must supply equal amounts of water and pressure to both resident and nonresident consumers if existing infrastructure permits, but are not required to expand, enlarge, or relocate mains or pipes outside their boundaries.

Water providers may establish separate rate classifications for resident versus nonresident consumers with reasonable justification, but must treat all consumers equally within each rate classification.

Water providers must serve nonresident consumers who request service if: they lack access to other water service, reside in a water improvement district that installed and deeded infrastructure to the provider, existing infrastructure is available, and the consumer provides necessary pipes or structures to access the system.

Water providers must treat resident and nonresident consumers equally in water conservation measures and service availability, except for emergency measures established by Department of Health rules.
