Amends Arkansas Code § 6-85-212(i)(2) to modify scholarship award procedures when funding is insufficient to fully fund all scholarships under the program.

Eliminates the standard scholarship award amounts under subsection (e) when insufficient funds exist and instead divides total available funds equally among all recipients with continuing eligibility.

Removes previous criteria prioritizing applicants by progress toward degree completion and grade point average when insufficient funding exists.

Removes the previous requirement to prioritize applicants enrolled in critical workforce need areas or science, technology, engineering, and mathematics (STEM) fields during insufficient funding scenarios.
