Amends Arkansas Code § 15-71-111(b)(1) to require the Oil and Gas Commission to provide an opportunity for public hearing with at least 10 days' notice before making rules, regulations, or orders, except in emergencies.

Modifies Arkansas Code § 15-72-304(a) and (b) to specify that integration orders must be made after notice and an opportunity for hearing, with the Director of the Oil and Gas Commission authorized to determine reasonable consideration for nonparticipating owners if the order qualifies for director approval.

Amends Arkansas Code § 15-72-323 to clarify that public hearing notice requirements only apply when public hearings are required, and shifts the responsibility for publishing notice from the commission to the applicant.

Requires applicants to publish notice of public hearings at least 10 days but no more than 30 days prior to the hearing date in legal newspapers with appropriate circulation.

Specifies that publication costs are borne by the applicant as a cost of the public hearing.
