Amends Arkansas Code § 12-41-101 to allow inmates in county or city jails to earn up to 10 days of meritorious good time reduction per month for good discipline, behavior, work practices, and job responsibilities.

Modifies Arkansas Code § 12-41-102 to establish a three-class inmate classification system based on behavior and discipline, with Class I inmates earning 1 day reduction per day served, Class II inmates earning 10 days reduction per month served, and Class III inmates earning no meritorious good time.

Requires a classification committee designated by the county sheriff or chief of police to meet regularly and classify inmates into the three classes, with authority to reclassify inmates as needed.

Maintains the cap that inmates cannot receive more than 10 days of meritorious good time for each month served in county or city jails.
