Amends Arkansas Code § 9-8-205(a) to correct grammar by changing "must" to "shall" in the requirement for a written subsidy agreement between the Department of Human Services and prospective guardians before guardianship is established.

Changes "entered into between" to "entered into between the" to correct grammatical phrasing in the subsidy agreement provision.

Clarifies that the enactment of this act does not repeal acts passed at the regular session of the 90th General Assembly, and those acts retain full force and effect.

Specifies that conflicting provisions in acts from the 90th General Assembly take precedence and have the effect of subsequent amendments or repeals to the Arkansas Code of 1987.
