Creates the Open-Enrollment Public Charter School Facilities Funding Aid Program to provide facilities funding to eligible charter schools on a pro rata basis per student using previous year average daily membership.

Requires participating schools to use virtual technology only as a supplementary method, maintain all health, fire, and safety codes plus ADA and IDEA accessibility requirements, and avoid academic distress, fiscal distress, priority school, or probationary status classifications.

Limits use of received funds solely to lease, purchase, renovation, repair, construction, installation, restoration, alteration, modification, or operation and maintenance of approved facilities.

Authorizes the state to recoup unused or unneeded funds from charter school operating funds including state foundation funding, state categorical funding, and federal funding to the extent allowed by law.

Establishes a preferred state security interest in funds received under the program and excludes charter schools from other state facilities funding acts.
