Authorizes the Adjutant General to establish a process for administrative adjudication of motor vehicle regulation violations on military reservations, including determination of civil penalties, enforcement procedures for penalty collection, and sanctions for noncompliance.

Permits police officers to charge violators under the military reservation's administrative system or summon them to district court, at the officer's discretion, if the vehicle is registered with military reservation authorities.

Grants persons adversely affected by administrative determinations the right to appeal to district court for a de novo hearing.

Requires persons violating regulations while using unregistered vehicles to be summoned to district court rather than charged administratively.

Declares an emergency based on military reservation security and safety needs, with the act becoming effective upon gubernatorial approval, expiration of veto period, or veto override.
