Defines "placed on sale" as the date and time when tickets become available to the general public, including fan clubs, businesses, and persons conducting promotional activities.

Prohibits reselling event tickets for a price higher than the greater of either the original price charged by the venue plus reasonable handling or credit card charges, or the printed ticket price.

Expands the definition of "event" subject to price restrictions to include live entertainment events, athletic events, sporting events, theater performances, musical performances, and charity benefit events.

Maintains criminal penalties of $25 to $500 fines for violations, with each sale or offer for sale constituting a separate offense.
