• Requires Division of Youth Services regulations to be reviewed by the Senate Committee on Judiciary and House Committee on Aging, Children and Youth, Legislative and Military Affairs during legislative sessions.

• Mandates annual reports from the Department of Human Services and Department of Education to both committees regarding the division's education system, beginning March 1, 2010.

• Requires all Division of Youth Services regulations pertaining to juvenile offender separation, education requirements, and worker training to be reviewed by the Legislative Council and both committees before becoming effective.

• Establishes reporting requirements for health and security inspections of youth facilities, including 30-day response deadlines with correction plans and quarterly performance reports to both committees.

• Requires the Department of Human Services to notify both committees at least 60 days before privatizing any Division of Youth Services functions and report annually on private contract performance evaluations.
