Amends definition of "marking device" to clarify it enables votes to be tabulated by electronic vote tabulating devices operated by voters marking or creating paper ballots with ink or other substance.

Expands definition of "voting machine" to include one (1) or more electronic devices operating independently or as a combination of ballot marking device and electronic vote tabulating device.

Adds new definition of "election media" to include memory stick devices, digital flashcards, personalized electronic ballots (PEBs), personal computer cards, and zip disks used in elections.

Requires logic and accuracy testing of all election media no later than seven (7) days before voting begins and establishes procedures for public testing with notice to political parties, candidates, media, and the public.

Modifies machine specification requirements including voter verification of votes in private and independent manner, voter-verified paper audit trails for direct recording electronic voting machines (with exceptions), and compliance with qualification standards from National Association of State Election Directors or authorized federal agencies.
