Allows political action committees to register and file reports electronically through the Secretary of State's website in addition to paper forms, with the Arkansas Ethics Commission approving the electronic format to ensure all required information is requested.

Requires the Secretary of State's electronic registration system to reject registrations that omit the name, street address, or telephone number of the resident agent designated by the political action committee.

Expands out-of-state and federal political action committee registration requirements to those contributing more than $500 in a calendar year to Arkansas candidates, committees, parties, or other political action committees, with certain exemptions for national party committees and federal candidate committees registered with the Federal Election Commission.

Permits quarterly reports to be filed electronically and requires political action committees to indicate on their fourth quarter report whether they intend to renew registration for the next calendar year, with electronic filers required to renew registration before submitting their fourth quarter report.

Maintains existing requirements for political action committees to register within 15 days after accepting contributions exceeding $500, designate a resident agent, maintain four-year records of contributors and recipients, and file quarterly reports within 15 days after each calendar quarter ends.
