Changes the requirement that participants in consumer-driven health insurance plans establish a health savings account to apply only to "active employees" who are eligible under federal law.

Updates the plan year reference from 2014 to 2015 for implementing a policy to identify funds exempt from Federal Insurance Contributions Act taxes and use them for premium assistance.

Clarifies that funds collected for the insurance program from employers, employees, retirees, and other sources shall be used to pay medical claims, drug claims, premiums, benefits, and direct administrative expenses.

Adds a definition of "active employee" as an eligible individual currently employed by a participating entity or participating institution under the State and Public School Life and Health Insurance Program.
