Changes state contributions language from "The State of Arkansas, on behalf of state agencies" to "Participating entities shall" make monthly health insurance contributions for budgeted employee positions, not to exceed $425 per employee per month.

Allows departments to make additional monthly contributions for state employee retirees' health insurance costs, not to exceed amounts authorized by the Chief Fiscal Officer.

Extends the State and Public School Life and Health Insurance Program Legislative Task Force expiration date from June 30, 2015 to June 30, 2016.

Maintains task force membership of 12 legislators (4 committee chairs, 4 senators appointed by President Pro Tempore, 4 representatives appointed by Speaker) with authority to study program aspects and recommend changes for actuarial soundness.

Requires task force to file preliminary report by June 30, 2014 and final report by June 29, 2015 regarding findings and recommendations for the health insurance program.
