University of Arkansas Division of Agriculture Cooperative Extension Service and Department of Human Services shall collaboratively implement the Healthy Arkansas Educational Program for Medicaid beneficiaries.

Program shall provide training and education in nutrition, food safety, food preservation, family and consumer economics, marriage, parenting, family life, and health, wellness and prevention.

Both agencies shall seek grants, federal waivers, and other resources to fund the program and provide incentives for Medicaid beneficiary participation.

University shall schedule classes and training sessions and develop curriculum materials if sufficient funding is obtained; Department of Human Services shall develop referral protocols and identify target populations if sufficient funding is obtained.

Participation in program classes is not a condition of Medicaid eligibility, and program implementation occurs only if adequate funding is specifically made available.
