Creates the Arkansas Medicaid False Claims Act of 2015 as a new subchapter (20-77-2601 through 20-77-2611) establishing civil liability for false or fraudulent Medicaid claims, including knowingly presenting false claims, making false records, or concealing overpayments.

Allows private citizens to bring qui tam (whistleblower) civil actions on behalf of the state and Arkansas, with complaints filed under seal for at least 60 days before service on defendants.

Imposes civil penalties of $5,000 to $25,000 plus treble damages (or double damages if defendant cooperates within 30 days) for violations; all civil penalties credited to the Arkansas Medicaid Program Trust Fund.

Awards successful qui tam plaintiffs 15-25% of proceeds if Attorney General prosecutes (or 25-30% if Attorney General declines), plus reasonable expenses and attorney's fees.

Prohibits retaliation against employees, contractors, or agents who report violations or participate in actions under the Act, providing relief including reinstatement, double back pay, and attorney's fees for those discriminated against; establishes statute of limitations of 6 years from violation or 3 years from discovery (not exceeding 10 years).
