Amends Arkansas Code § 5-52-101 to define abuse of public trust as soliciting, accepting, or agreeing to accept benefits in connection with appointment to public office or in exchange for official decisions or discretionary actions as a public servant.

Establishes that offering, conferring, or agreeing to confer prohibited benefits also constitutes abuse of public trust.

Provides that the propriety of the underlying decision, opinion, recommendation, vote, or exercise of discretion is not a defense to prosecution under this section.

Creates tiered felony penalties based on benefit value: Class B felony for $25,000 or more; Class C felony for $5,000 to $24,999; Class D felony for less than $5,000.
