Adds Arkansas Code section 14-16-117 to establish a process for property owners to conduct controlled burns of residences or structures on their property within a county

Requires property owners to apply for and obtain approval from both the county quorum court and the fire department responsible for the property before conducting a controlled burn

Mandates property owners demonstrate compliance with state and federal environmental laws regarding asbestos abatement and hazardous waste removal before approval is granted

Requires property owners to ensure the residence or structure is free of asbestos-containing materials, free of contents, and includes proper disposal provisions for any remaining debris
