School districts are prohibited from joining extracurricular activity organizations domiciled in Arkansas or paying membership dues unless the organization's governing board is appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.

Organizations receiving school district membership funds must have a governing body comprised of 3 members appointed by the Governor, 2 members appointed by the President Pro Tempore of the Senate, and 2 members appointed by the Speaker of the House of Representatives (7 total members).

The bill adds a new section 6-20-108 to Arkansas Code Title 6, Chapter 20, Subchapter 1 establishing these requirements for extracurricular activity organizations domiciled in the state of Arkansas.
