Establishes weight restrictions of 20,000 pounds per axle maximum for five-axle vehicles (90,000 lbs. total) and six-axle vehicles (95,000 lbs. total), with vehicles prohibited from exceeding legal width, length, or height restrictions.

Sets permit fee caps at $5,500 maximum for one-year special permits, while single-trip permit charges are determined under existing procedures in the statute.

Requires one-year permit holders to submit copies of international bills of lading for each individual unit every 30 days to the commission.
