Creates a special license plate for the Arkansas State Chapter of the National Wild Turkey Federation, Inc., to be designed by the Department of Finance and Administration in consultation with the Federation's Board of Directors.

Establishes a $25.00 design-use contribution fee per special license plate, remitted monthly to the Federation's Board of Directors for exclusive use in promoting the federation's mission in Arkansas.

Implements a handling and administrative fee deposited into the State Central Services Fund for the Revenue Division of the Department of Finance and Administration, credited as supplemental funding but not considered direct revenue.

Allows annual renewal and replacement of special license plates under existing procedures in Arkansas Code § 27-24-1405, with fees collected remitted monthly to the Federation.

Repeals Arkansas Code § 27-24-1421 regarding Rotary International special license plates.
