Increases per-student foundation funding from $6,393 to $6,584 for the 2015-2016 school year and from $6,521 to $6,646 for the 2016-2017 school year and thereafter.

Increases alternative learning environment funding from $4,305 to $4,471 for the 2015-2016 school year and from $4,383 to $4,560 for the 2016-2017 school year and thereafter.

Increases English-language learner funding from $311 to $324 for the 2015-2016 school year and from $317 to $331 for the 2016-2017 school year and thereafter.

Modifies national school lunch categorical funding with tiered increases based on district enrollment percentages: districts with 90%+ lunch students receive $1,562-$1,576; 70-89% receive $1,042-$1,051; and less than 70% receive $522-$526 for the 2015-2017 school years.

Reduces professional development funding to $32.40 per student average daily membership for the 2015-2016 and 2016-2017 school years and declares an emergency to enable immediate implementation.
