Establishes a complaint process for the Arkansas Towing and Recovery Board to remove or suspend tow companies from law enforcement non-consent rotation lists and impose fines for policy violations.

First-time violations result in up to 15 days suspension; second offenses in up to 30 days suspension with possible board hearing for additional sanctions; third offenses result in up to one year suspension and a fine.

Requires law enforcement agencies to establish reasonable non-consent rotation policies reflecting day-to-day tow company operations and provide written copies to participating companies.

Authorizes board investigators and the board director to issue citations for violations including operating without proper permits, non-compliance with safety regulations, failure to respond to complaints, and inadequate place of business, with fines not exceeding $200.

Allows law enforcement agencies and municipalities to continue enforcing local towing policies, removing companies from local rotation lists, and assessing penalties under existing contracts or ordinances.
