Revises state employee compensation plan for the 2015-2017 biennial period by updating salary classification titles and grades for approximately 900+ classified and nonclassified positions across state agencies.

Modifies compensation eligibility for employees in positions excluded from the classification plan (elected constitutional officers, General Assembly employees, Supreme Court members, and employees) to allow salary increases, line item maximum increases, cost-of-living adjustments, and merit pay increases.

Increases employee compensation by one percent (1%) effective July 1, 2015, with nonclassified position line item maximums increased by the cost of living adjustment authorized by the Governor for classified employees.

Allows employees at maximum pay levels to receive salary increases as lump-sum payments on the last pay period of the fiscal year without exceeding maximum salary rates.

Repeals § 21-5-219 regarding nonclassified employee compensation, consolidating nonclassified employee salary increase provisions into the general compensation statute (§ 21-5-211).
