Establishes a maximum of 2 regular employees for the Arkansas Social Work Licensing Board for fiscal year 2015-2016: one Executive Director (Grade C115) and one Administrative Specialist III (Grade C112)

Authorizes up to 1 part-time or temporary employee ("Extra Help") to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $204,326 from the Social Work Licensing Fund for personal services and operating expenses, including $80,506 for regular salaries, $13,000 for extra help, and $24,170 for personal services matching

Allocates $86,150 for maintenance and general operations, including $50,150 for operating expenses, $6,000 for conferences and travel, and $30,000 for professional fees

Takes effect July 1, 2015, with an emergency clause declaring the appropriation essential to the agency's immediate operations
