Upgrades the penalty for unlawfully removing sand, gravel, oil, natural gas, casinghead gas, coal, minerals, timber, or logs from navigable rivers, lakes, or state lands from a misdemeanor to a Class D felony when done knowingly without obtaining a lease or permit from the Commissioner of State Lands

Maintains the previous fine structure of not less than $300 and not more than $1,000 for violations, with the addition of state penalties

Reorganizes Arkansas Code § 22-5-804(a) to clarify the composition of the Natural Resources Committee by replacing "created by this section" with "is created" and adding "and shall be composed"

Renames the Arkansas Soil and Water Conservation Commission to the Natural Resources Commission in the committee membership listing

Adds a provision allowing committee members to designate representatives from their organizations to attend meetings and conduct committee business on their behalf
