Adds motor vehicle salespersons employed by dealers to handle simultaneous duties as finance managers, insurance managers, service managers, parts managers, or other specified office personnel to the definition of motor vehicle salesperson requiring licensure.

Permits motor vehicle dealers to utilize unqualified service technicians for warranty work if the manufacturer preapproves the request in writing and the work is supervised by a qualified technician, with exceptions for safety recalls, repeated repairs, high-performance vehicles, and dealers with below-average customer satisfaction ratings.

Amends warranty compensation requirements to allow dealers to charge different service and handling fees based on manufacturer sales plans or finance company policies that cap such fees.

Clarifies that warranty claims cannot be disapproved solely for clerical errors that do not affect the claim amount and protects dealers from manufacturer coercion regarding agreements, add-on products, or franchise cancellation threats.
