Changes the definition of "state aid streets" in Arkansas Code § 27-72-401(6)(B) to include routes that extend to communities "within and or beyond" the municipality (revised from "within and or beyond").

Removes the phrase "subject to the availability and appropriation of funding" from Arkansas Code § 27-72-403, making the State Aid Division a permanent establishment in the Arkansas State Highway and Transportation Department.

Removes the phrase "subject to the availability and appropriation of funding" from Arkansas Code § 27-72-407(a), establishing the State Aid Street Fund as a permanent fund for construction, reconstruction, and improvements of state aid streets.

Modifies the State Aid Street Committee structure to require staggered four (4) year terms for the nine (9) appointed mayors, with terms expiring on a rolling basis each year rather than all terms expiring simultaneously every four (4) years.

Reduces the minimum meeting frequency from "at least quarterly each year" to "at least two (2) times each calendar year" for the State Aid Street Committee.
