Adds Arkansas Code 23-99-421 to regulate pediatric dental benefits for qualified health plans under the Affordable Care Act.

Beginning January 1, 2016, qualified health plans may satisfy minimum essential pediatric oral health benefits requirements if offered through an exchange or outside an exchange without including those benefits, provided the insurer has reasonable assurance the benefits are otherwise available.

Insurer has reasonable assurance if at least one qualified dental plan offering minimum essential pediatric oral health benefits is available to the purchaser.

Requires qualified health plans to prominently disclose at the time of purchase on a form approved by the Insurance Commissioner that the plan does not provide minimum essential pediatric oral health benefits.

Defines "exchange," "qualified dental plan," and "qualified health plan" for purposes of the Affordable Care Act coverage requirements.
