Establishes the "Fair Dismissal Act for Employees of State-Supported Institutions of Higher Education" applying to full-time contract employees at state-supported higher education institutions

Requires employees receive written notice of termination or contract nonrenewal with specific grounds listed in separately numbered paragraphs, delivered in person or by registered/certified mail

Mandates nonrenewal notices be provided by March 15 of the contract year; allows lack of funding or reduction in force as nonrenewal reasons; requires rehiring by seniority for up to 24 months if position becomes available

Provides employees right to request a hearing before the president or chancellor within 30 days of notice, with hearing held 5-20 days after request; permits representation by counsel and allows employee to request public hearing

Allows employee to appeal the president or chancellor's decision to the board of trustees within 10 days; prohibits introduction of new termination or nonrenewal grounds not included in original notice
